I am the IT professional for my Council and am tasked with building a few different programs for our board and staff to use. Currently, I need to pull reports from my.scouting.org, then upload that data to the programs I have built.
I understand the restrictions behind not sharing the API with volunteers and others due to PII sensitivity. What I am asking about is there a way an API could be shared with those that have a council admin position in scouting.org or anything like that? It would save so much time and effort than instead of having to get all the data in a CSV file through the reports.

The council scout exec might have more immediate luck reaching out through their internal contacts at national to get in direct contact with the relevant technology planning folks. They might be able to provide more explicit insight into what’s under some of the headings here:

that might be relevant to your request. It’s possible that, depending on what your council is trying to do, there may already be stuff in the pipeline (or that could readily be added) that addresses your goals.
As a council employee, you are able to enter member care tickets. This would be a request made via that system. I have not heard of any mechanism that this is made available, but then again, I don’t see anything on the employee side.
