Two major items regarding Council Messaging
Council messages should go out as emails and not a link to log in to scoutbook to read them
As a council admin I should be able to see all sent council messages and who sent them

Well when it was launched the Councils wanted to be able to see an open rate - so that is why it functions that way.
Not sure on the other one
There are ways to do that with emails. Most email software has done it for years.
Scoutbook is not email software

That’s controllable on the email recipient’s side, though… Email software that does read receipts also allows you to not send them if you don’t want to.
