Is there a way to send out a Council email that doesn’t require someone to log into Scoutbook?
I use this feature often, but find people won’t log in. I always hear how the Unit emails show up as a regular email in their inbox.

that is how council SE’s wanted it to work. They wanted to know the reads. Sorry.

The only way a Council can send an e-mail that does not require logging in to Scoutbook is to send it with another e-mail program, not through Scoutbook.
There was some discussion about this at the Scoutbook Champions meeting yesterday and a possible change to this is being investigated and contemplated.

How does a council-level Scoutbook Champion find out about such meetings in advance or access their minutes?
