Is there a way to create a mailing list with only certain people under “Send Message”?

The Feature Assistant Extension for Chrome and Firefox allows you to create distribution lists. Search the Chrome or Firefox extension store for Scoutbook.

Keep in mind that these lists are local to the machine on which they are created, but can be copied to other machines/shared with other users. The documentation also describes the details on how to do that.
