Cannot generate eagle application with auto update of scouts’ data.

A few weeks ago, I was able to generate the Eagle scout application via Scoutbooks. No longer. I now receive the following response:
“The information is unavailable. Try again or report this to the forums (81.9)”
This has occurred for two different scouts in the troop. What am I doing incorrectly

Are you going to Scout page > Reports > Eagle App ?

81.9 means you typed in a MID and Last Name that did not line up
