Eagle Application Report on Scoutbook is out of date

Hello. So, I understand that there have been many recent changes to the Eagle Scout Application. References have been updated (the categories are gone), Then parents had to be added as a separate line above the references. Boy Scouts of America had to be changed to Scouting America. Now Citizenship in Society merit badge was removed. A lot of changes.

Here is my issue/problem, and this comes from 30 years of Software development background from small companies to huge global companies. None of these updates were decided overnight. WHY is updating this form so hard? First, the “Paper Version’ was updated, but when you go into a scout’s record and print the one that is auto filled out, it prints the older version (Parents Line above references is missing). Last night during a roundtable we were discussing it so i went to check for the benefit of everyone, and no its gotten worse, it brought up the even older Boy Scouts of America version, even though it said January 2026 on the bottom.

Today I go to check again, and cant even download the application at all.

Why was this release managed like this? Did no one QA it? It makes everyone look bad. I feel bad for the unit leader or parent trying to download an eagle app today for their scout, they cant.

@DrewMorton - it worked for me and looks correct based on the scout using the 2026 eagle rank version

I just tried it. It downloads a file that is only 364 bytes. Not big enough for a eagle app, and Adobe flags it as an error or corrupt. The one i did last night was also out of date (says Boy Scouts on it, has the categories back for references).

Tried a different browser, same result. No real file download (corrupt file)

@DrewMorton - just tried with a different scout and I get the full eagle rank application. 148kb file.

I do see that if the scout is on the 2022 eagle rank version the file is corrupt.

The developers are working on the app for the 2022 version of the Eagle Scout rank.

That appears to work (changing them to the 2026 version). BUT most probably wouldnt think to do that, they would just go in and try to print.

I’m seeing a slightly different error – for some Scouts, the Eagle Application Report produces the ESRA with the January 2026 Revision listed on page 2 - but the Eagle Application report is not seem to be the January 2026 revision.

I see Citizenship in Society in the required Merit Badges on page 1 and page 2 does not at all match the page 2 ESRA PDF from scouting.org

@bryanscouting - the scout has to be on the 2026 version of the rank in order to get the updated ESRA from the eagle rank page.

I am new to this position. Last month I was able to download the application no problem. This week I keep getting this message. Access to report is denied. You do not have required positions/permissions to run this report.

I have cleared the cache. Does anyone have any suggestions as to what I should do?
