This report appears to be named incorrectly or does not report what its name advertises.

How do I read this?
1 is incomplete, but 1 is complete and approved.
2 is incomplete, but 2a and 2b are complete and approved, and 2=2a+2b so 2 is complete and approved (automatically updated in Scoutbook when 2a and 2b are updated; 2 is shown as completed and approved in Scoutbook for this example, but not shown that way in the report).
This report would be easier to interpret quickly if it just listed the incomplete items. It does not meet its advertised (“incomplete”) purpose.
