When signing off on the 2021 Public Health Requirements, you cannot check Requirement #1. It says:
This checkbox is for visual purposes only and cannot be checked or unchecked. We automatically show a checkbox here when all the sub-requirements are completed.
However, there are no sub-requirements listed.
