Non-key 3 creating events in Calendar

Why cannot Leaders other than the Key 3 create Calendar events?

Committee Secretary, outdoor/activities chair, and unit admin should all be able to. Are you finding otherwise?

And den/patrol admin can also add events but only their respective subunits
