Positions of Responsibility only appear in Roster Report if Approved

There seems to have been a change. Positions of responsibility only appear in roster report if they are marked approved. Our workflow is they are not mark approved until the scout has completed the role. Previously they appeared.

@ThomasThompson1 SUAC feels you are not using system correctly - even if a scout did not meet troop expectations for POR for rank - does not mean the scout was not that POR during the time, just means cannot be applied to rank, which is why SB does not auto apply it. The approved is there to show the unit a Scout or parent did not just apply the position themself.

@ThomasThompson1 - I have to agree with Donovan on this one and certainly not a bug.
