An hour before the event I went to see who has RSVP’d and I can not see anything for responses. Does anyone know why?

There used to be a “time mismatch” between local time and “Scoutbook time” that resulted in our events transitioning to “attendance mode” before the meeting actually started. I wonder if some recent “fix” broke that issue again.
You should be able to see the RSVPs by actually entering the event as if you were going to edit it.
If you scroll down, does the rsvp report button still appear?

I even checked the time because it was like it was already the event time.

It switches from rsvp to attendance taking an hour before the start.

No, it is not changeable
If you edit the event, I believe, you can see the RSVPs even when it is in attendance mode.
The rsvp report will remain also
