Normally when the appropriate number of requirements is completed on a merit badge, it lists as 100% complete. When I entered the requirements completed for a Scout today, it listed it as 67% complete, even though all of the requirement numbers showed as completed. I imagine it is due to the odd way that requirement #2 is set up with subcategories of Water, Food, etc., and an a, b and c option under each subcategory. I was able to click and enter the date completed despite it listing a partial completion below.

The same thing happens with the Skating MB. The three skating options, Ice, Roller and In-line are listed in a weird way in requirement 2 like the stuff in Sustainability listed above.
Ok, I’ll look into that one too and report it to the developers.
