Update text of "Committee Chairman" position to "Committee Chair"

This might be a regression. I am seeing an earlier bug report on this same issue that was automatically closed and does not allow new replies.

Pack and Troop Committee Chair name still says Chairman

Scoutbook uses the titles that come from my.Scouting Tools. The title there still says “Committee Chairman”, so that’s where the title is coming from in Scoutbook.
