When I just ran the counsel user analysis report it downloaded all three contributing documents as well as the report

Did it save each one? It should only download to “memory” in order to analyze.

What browser are you using?
Using chrome. ran it today no problems but here is screenshot from yesterday’s downloads
take a look at timestamps
I cannot explain the physical download. My only guess is that the extension retries the download in the event of a failure, something failed, and the browser redirected the retries.
