Youth Protection Training (YPT) - continuing education vs mandatory 2

For YPT there is a “continuing education” training and a “mandatory” training. I believe that the mandatory training is what is needed to be completed by leaders / committee members every 2 years but the description for the continuing education training doesn’t clarify what / who this is intended for. Can anyone help to clarify for me?

Please don’t close this, without an answer, to “protect” me. Not sure what was meant by that…
