Access denied to Eagle Applications

I’m the Advancement Chair and an administrator. I have been getting this message from Scoutbook Legacy when trying to pull up the Eagle Applications:

Access to report is denied. You do not have required positions/permissions to run this report.

Have you tried from SB+? That should be the go to system except for a limited number of tasks.

@TopDog where/how exactly are you trying to get to the report? 1-2-3 what are your actions? Including Scout Member # (no names)

@TopDog also guessing some of your connections seem funny - you might want to go to Legacy SB > T375B > Roster > Find your name and click > click unit admin > then just click Update in order to reset you admin role.

I am dealing with same issue all of a sudden.

Reset access levels on all positions. SBL and SB+ both tried. I’ve tried up and coming candidates, Life Scouts with open applications, awarded Eagles, and even my own sons. All give same message that I do not have permissions.

The only clues I see odd is that I’m badged to Pack 489 now (one of my commissioner assignments) and no longer Ship 142 or Troop 10 at least. I also see that SBL doesn’t consistently pass the login token over to SB+ requiring me to log in a second time sometimes. I also see that when shifting back from SB+ to SBL clicking the Reports Menu on the scout’s page in SBL, a yellow “No Reports Available” pops up instead of the menu with the Eagle Application.

All Here - so what are the Exact steps you are taking to get this error. Where exactly are you clicking.

  1. Restart computer
  2. Open Chrome, clear the cache
  3. Open Scoutbook Legacy
  4. Select Troop ###B
  5. Select one of the five patrols
  6. Select any scout
  7. Scroll to the bottom of the scout’s page and select Reports

    Choose a report: pop-up comes up.

Select Eagle Application, and this error message appears.


I am registered as a Unit Scouter Reserve with the functional role of Youth Protection Champion, Training Chair, and Advancement Chair.

Looking at my.scouting.org and the Adult Record of Change:

I am supposed to be a Committee member, Key 3 Delegate, Youth Protection Champion, Unit Advancement Chair, and Unit Training Chair. I am supposed to have Admin rights.

We do not know what event occurred on 31 Aug 2025 to make these changes. It is apparent that the issue accessing the Eagle Application is related to these position changes and the rights associated with them.
I have spoken with both the Troop Committee Chair and the Council Registrar, and it is beyond their ken to correct this issue.
I am Position Trained for: Scoutmaster/ASM, Committee Member, Merit Badge Counselor, and more above the Troop Level.

The ground truth should be Troop Admin rights, Committee Member, Functional roles: Key 3 Delegate, Youth Protection Champion, Unit Advancement Chair, Unit Training Chair.

I would appreciate any direction you can give me.

@TopDog- unit advancement co-ordinator should be a committee position not USR. So, key 3 delegate is no longer listed under you under functional roles ? The Key 3 should be able to add that, but I think not being a committee member may block that.

@TopDog what happens if you use SB+? Go to Unit > Scout with Life Rank > Open Eagle Rank > click Eagle App there

There are VERY few things to use Legacy SB for anymore

I am getting the same “Access Denied” message that TopDog and others are getting. I am Scoutmaster. I get the same message whether I attempt to get the Eagle Rank Application through Legacy Scoutbook or Scoutbook Plus.

I have tried an multiple scouts and have had no issue with the pdf generating. I am the Committee Chair of the troop. It sends the pdf to my downloads folder.

This might be resolved - I would log out and back in - and do a hard refresh

Going to Eagle rank in Scoutbook Plus and opening the Eagle Application worked just as expected.
As suggested, I opened Scoutbook Legacy and did the same steps I previously outlined and was able to generate the Eagle Application.

Thank you for your guidance. I hope all others experiencing this issue get theirs resolved.

Worked for me, too. My scout is turning in his Eagle application today!
