If someone is a member of a Venturing Crew, but not a troop, I know the G2A allows scouts to continue on the way to eagle if they have completed first class.
Does Scoutbook support advancement in star/life/eagle in that scenario?

In this case you need to go to the Scout’s profile in Scoutbook and turn on (red) the Scouts BSA Advancement slider.
