Approving Nova Requirements - Admin Only?

One of the ASMs in my unit (who is also registered with our council as a Nova Counselor & Supernova Mentor) has “Edit Advancement” for all Scouts in the unit. However, while that leader can mark rank requirements, merit badge requirements, and several other award requirements as “Leader Approved”, he is only able to mark Nova/Supernova Award requirements as approved if he is given a Troop/Patrol Admin role (he still can mark those requirements as completed).

Is this the intended behavior? It seems weird that these are behaving differently than other awards.
