For some reason it was decided to remove the ability to bulk load scout advancement by importing an excel spreadsheet that is being supplied by Council Sponsored Events. So now Leaders have to pour through monotonous spreadsheets and hope you didn’t miss anything no to mention having to do it all by hand. Bring back the automation Scoutbook had, It was so much nicer to use than what we have been forced to use now.
Support for uploading a Merit Badge requirement spreadsheet via Legacy Scoutbook and the Scoutbook Feature Extension or by a Council Admin is still available.
Support will be migrated to Scoutbook Plus. Watch Scoutbook - Scoutbook Plus Change Log - Scouting Forums for an announcement of the migration.
I find nowhere on Legacy Scoutbook to do that anymore and I am a unit admin.
@JasonKant - it was with the feature assistant so I would suggest looking at the help documentation or perhaps the council has instructions for the black pug upload.

The import is limited to merit badge only.
I have the same problem you do. I suspect it is because the plugin will only run in scoutbook.scouting.org, NOT scoutbooklegacy.scouting.org
Yep URL change (SUAC did not know about) killed the extension. It is being thought out
