Cannot enter the Eagle Board of Review Date

I have a scout BSA# 124781471 who completed his Eagle BOR last night. When our committee chair attempted to enter the date for requirement 7 “Successfully complete your board of review for the Eagle Scout rank.”, Scoutbook would not let him because requirement 3 was not marked as completed. All of the merit badges were marked completed and approved, but I could not get the main requirement to show completed. You can click on requirement 3 and see that I entered a date and marked it as leader approved but the actual box will not show as complete.
Any way to mark #3 as complete?

You just need to wait for the Eagle to be processed by council - units cannot approve it
