Citz in the Society

Scout book will not let me complete Eagle Advancement for a Scout that has completed all requirements for Eagle except Citz in the Society.

Advancement guides show that if all requirements complete by July 1st the Scout does not need Citz in the Society. But Citz in the Society has already been added to the Scouts Merit Badge requirements as required.

How can I mark his Eagle as complete in Scoutbook and Internet Advancement before July 1st?
