all requirements for 3 h marked on two scouts but #3 is not showing as completed. Is this a known problem or am I missing something?
I think you are missing something.
The instructions are “Do ONE activity from seven of the following categories.” There are eight categories to choose from. The scout must do at least seven activities.
By comparison, it does NOT say ‘Complete all activities for one of the following categories.’
I did test Scoutbook on this. If you mark one activity complete in seven of the eight categories, then Scoutbook shows #3 complete.
