Just ran a report for a scout using Scouts BSA Individual Advancement Record.
It appears as if the requirements report has reverted back at least 8 years. In particular, for Eagle Palms, it indicates "Be active in the Boy Scouts of America for at least three months after becoming an Eagle Scout " and “Successfully complete your board of review.” That was eliminated in 2017 with the new “insta-palm” The way Scouts earn Eagle Palms is about to change
