Fix Scout Scoutbook account that has two ID

I have a scout who transferred over and during re-charter he ended up with two accounts now. Can these be corrected please.

Account with the scouts records
SB-ID 1781138
BSA-ID 134558072

Account created during recharter and empty of scouts history
SB-ID 7012370
BSA-ID 129946214
