Have Parent account. Add Kid to the account

I am logged into desktop and logged into MyScouting with parent account (ID128298921).
I need to add my son to my account. Is it possible?

I also attempted to create separate account for my son, who is of 10 yrs old but can’t be able to create as he is less than 13. I tried to find add option, but I can’t locate it. Who can add ?

I need to login and approve the transition request. Please help me.

Only Council can make the MyScouting Parent Connection - not sure if there is a hard restriction on age on accounts - if so it is new
