Help me understand Online Applications

I had a parent find us on https://beascout.scouting.org/. They filled out the application and PAID.

the COR accepted the Application - and they now show up on my (CM) screen under member manager > Youth.

However - they don’t show up in scoutbook.

When i called support - they told me the youth has to be accepted by the council registrar first?

  1. what do they have to do?
  2. WHY? Parent Paid. CoR accepted. why do i need council at all?

it takes 24hours to show in SB - not sure on the council side of things but some councils there are fees that are not covered with online registration
