@MohamedArafa - this is not the venue for this type of question. Your local roundtable would be the first step.

Part of the reason that you’re being directed back to council/district staff is that training records are stored in my.scouting (not in the Scoutbook/SB+ system), and the volunteers here can’t help much with the my.scouting system, as national only works with the councils on that.
Not exactly sure what kinds of “certifications” you are looking for. But if you have district access in my.scouting and are interested in finding training records, you can try…
Select your district in the Menu → Training Manager → Reports → Specific Training Course Report
From there you can choose the training course(s) you’re looking for (e.g. IOLS, Wood Badge, Paddlecraft Safety, etc.) This will give you a list of currently registered leaders who have completed the selected training. Of course, this assumes your council has updated records in the system.
Otherwise, as noted above, you should ask your district volunteers or district/council staff, who are better suited to answer this.
