You really ought to push back on that one. The GTA is very explicit that local councils cannot add or remove advancement requirements.
And, while you’re at it, if they’re demanding that you use Troop Master to create the form, tell them you had to drop it due to the impact on your unit budget of the new fees from National, so if they insist, they need to pay your license fees… Money fixes everything one way or another 
@KathleenFoley - while i have huge ongoing issues with my council and district they have never ever asked any scout to present a binder nor a report from troopmaster. So if not required in the rank requirements nor in the guide to Advancement then the practice is wrong on every count. So do tell, which council is this ?
