Why can’t you register Scouts for summer camp?
As others have said, this is a human, not IT issue. You will need to contact your Council registrar to find out why your recharter has not been posted. Until they post the recharter, there is nothing any of the volunteers that monitor these forums can do.
About 24 hours after the recharter is posted, you should see your rosters updated on all systems.
Because they are not in the system.
Some of them were transferred in from a different pack. The old pack was never re-chartered. They do not appear as registered scouts.
Our council is working on this. They have opened the ticket with national.
And it really is an IT issue.
Data is entered in the online charter. Aside from the local council approving things, there should be no other steps required. The databases (I’m assuming there is a database behind these applications) should have stored this data as it was entered into the system.
The data is in a database but the individuals are not registered until the charter is posted by the Council so these individuals will not appear on your roster. The BSA has a grace period for existing members to allow Councils time to post recharters. This is why you still see last year’s roster in all of the tools.
There are business processes unique to the BSA that prevent them from automatically updating the unit roster as soon as the recharter is submitted. It is these business processes that are stopping you from seeing an updated roster, not IT.
I’m likely being hyper-critical, but that is because this system reminds me of too many of the systems I have been brought in to fix.
Without getting into a philosophical discussion on system design, BSA’s unique business processes are likely not very different than many other businesses or companies. Every company I have ever worked with, which is an extensive list, thinks their needs are unique. Few actually are.
As a member of the advisory council, you have a more in-depth understanding of the system than I do.
I know I’m not the only person who finds the various systems cumbersome.
@MichaelJohn Many of us on here have experience with better systems or have transformed crummy systems in to ones that are much better. Or have updated work process that were convoluted to streamlined ones. Many can dream of better systems. We have to operate, though, with the systems as they are. We are trying to help you understand where to focus your effort to move forward.
When role assignments in Scoutbook were not dependent upon the charter… it was not really critical to us when the charter and/or Scoutbook was updated. Now… we can’t get our advancement chair Scoutbook access till the charter, and in turn, Scoutook… are updated. Painful at best.
I totally agree with you, MichaelJohn. What the answers to your concerns have been missing is the impact that these cumbersome systems is having on the boys and girls that we serve and their families. It is the mission of BSA to do everything in their power to improve these systems so that we can all serve those scouts in our care. If something isn’t working we should all really look to see what we can change to fix it. It has been a very frustrating year for me and our cub pack.

I suspect you’re in the situation we were in just a few weeks ago. In our case, the Pack recharter went through without a hitch and the Troop recharter got hung up even though we proved through implementation and success with the Pack that we knew what we were doing. Word from Council through our unit Commissioner is that 50%+ of the unit recharters were in limbo due to a (you guessed it) computer glitch! Apparently, the entire Council Staff is working 60 hours a week on this, indicating that it is likely a manhours intensive work around the system to get the in-limbo units rechartered. NOTHING works until that is rectified (apparently the threat communicated to us if we failed to recharter on time). In my.scouting.org “roster” you can view the membership cards of members you know to be still active, and you see that the expiration date of their membership is expired as proof that you are in recharter limbo. All I can counsel is “patience”, there is nothing that can be done but by the Council as I understand it. Our Troop’s recharter has since been renewed. Wish I could be more helpful other than providing confirmation of your situation.
