If your Scouts BSA troop camped at an out-of-council camp, that council should have reported the following to your council no later than August 31st. However that may not always happen.

Where is the “super activity/long cruise” defined. I suspect the long cruise is reported if it has enough days and night. There may have been some earlier discussion about sleeping onboard and sleeping ashore (camping)
Bill - what is the point of this data being shared? That is, why would the out of council spend the effort to communicate this? How is it used? Where? By whom?
We camped a weekend at an out of council camp and I would bet dollars to donuts no communication happened.
District and Council JTE track some camping, but not all camping.
Cub Scouts attending any council/district day camp, resident camp and family camp. Pack camping is not tracked. (Minor note - pack camping is not the same as a family camp put on by the district or council.)
Scouts BSA attending any council long term (5+ nights) camping and high adventure camping. Unit weekend outings are not tracked.
I was on my phone and didn’t quote the part I was really questioning. We track our camping as a unit and what not. But this out of council camp form / procedure was odd / weird to me.
As @DougWright noted, this information helps the councils and districts with their JTE data collection. If every camp reports out-of-town unit camping to the units’ home councils, that acts as a cooperative to accumulate data that might otherwise go unreported to council.
Effective August 24, 2020, the national camping data collection process will be discontinued. Known as the “camping report”, this data collection will no longer take place at the national level. The data that is now collected via the NCAP Intent to Operate submission process will be sufficient for national level reporting needs. Councils should continue to track the camping data and statistics that is relevant for their council operations and to support their units.

The BSA world has changed. BSA does not control the when the the affects of COVID-19 and lawsuits occur. They now need to react faster instead of using the traditional annual review method. (Which they are trying to do.)
I doubt if BSA national knows yet if current BSA national tools will continue to be supported.
