I was able(by mistake) to put in emergency preparedness merit badge for a scout not realizing he didn’t have the first aid merit badge. Seems SB should flag that. He cant have EP without First aid.

Blockers are troublesome - we use them for ranks but not for merit badges - it is the unit leaders job to review MBs
It’s also the merit badge counselor’s job to not sign off on a merit badge until all requirements are completed.
