Can Merit Badge Counselors start a merit badge for several Scouts, and then enter in all the requirements all-at-one time for all those Scouts? An MBC has indicated that he can only edit a merit badge but cannot create a merit badge, even after logging into My Scouting and into the quick merit badge link. The MBC is not able to create a merit badge group.
Is it only Key 3 and Advancement Chair who have the ability to create merit badges?

I can’t see anything except my MBC registration at my.scouting. All of the data entry has to happen in either Scoutbook (https://scoutbook.scouting.org) or Scoutbook Plus (https://advancements.scouting.org) in my experience.
The Feature Assistant Extension that @Stephen_Hornak mentioned generates an MBC interface that looks like this on the counselor’s Administration page in Scoutbook:
However, without the extension, there is no native “group” support for MBC access.

To be clear, I’m trying to determine if there is a way for Merit Badge Counselors to enter in all the requirements all-at-one time for all the Scouts who have completed the merit badge, so that the counselor doesn’t have to enter the badge one-at-a-time, for each Scout individually.
There are a couple of ways to do that for an MBC who is connected to the scout as an MBC in Scoutbook. Both the “Quick Entry for MB Counselors” and the “Group Support using CSV file…” in my snapshot above should do the trick. I would point the MBC at the document that @Stephen_Hornak linked to, and have them get themselves set up. It’s not something that can be set up for them by someone else.

Oops. I guess I’ve been using the Extension for so long, I didn’t realize there was a non-Extension Quick Entry for MBCs.
