Missing Scout in ScoutBOOK

a Scout transfer from another council and he showed up, but someone add him before my council finished adding him to my unit. I was removing the membership that was added and changing the patrol that he was assigned to in the troop. The next day when I was checking he was gone, but he showed up in IA and on the recharter. How can I get him back into ScoutBOOK?
