Mistake on Camping Merit Badge

So a scout reservation (camp) made a mistake on the Camping Merit badge and awarded it to a scout. The mistake was that he had not fulfilled the number of days camping with the troop.
Then the troop awarded the scout the Life rank without realizing the mistake.
Now the troop is aware of the mistake. Can they rescind the Life rank until the Camping Merit badge requirements are all met?

This is a policy question. The BSA wants all policy questions referred to your Council. I recommend having a discussion with a Council staff member.
