I have a parent that after they sign into scout book, it says that they have a duplicate email address: another user is using their email address
Her info is:
Bsa# 13743417
Sb user id# 2019034
What do we need to do to fix this?

Email is probably in their child’s SB account too. Can they or you delete it? Check my.scouting.org as well.
Under the connected Youth’s Profile, they do not have an email account listed
