I would like to be able to create recurring events such as troop meetings, PLC, and committee meetings in Scoutbook. Another work around would be to allow importing events from Google Calendar or Outlook Calendar where recurring events can be created.

We suggest using the volunteer written and supported Feature Assistant Extension for Scoutbook for Chrome and Firefox. This extension adds support for recurring evnents. See Feature Assistant - What is it? for details.
Native support for recurring events is in the backlog but we do not know when the BSA will schedule it for implementation.
