Report Builder "Show Requirement Descriptions" checked but not showing

Ran a report builder report (ref: PD-20261023101249-767618-207315) today and discovered the requirement descriptions are not showing up in both the report and csv output even though it’s one of the checked parameters in the Designer:

Those are all being worked on - as HTML was creeping in and corrupting the reports. Watch change logs for updates,
