When you say that you are advancement chair, is that assigned as the functional role in my.scouting, or is that just assigned in classic Scoutbook?
For Scoutbook Plus to work properly, a Key 3 member (Scoutmaster, Committee Chair, Charter Org Rep) or Key 3 Delegate needs to use the Position Manager tab on the roster page in my.scouting.org to make you the Unit Advancement Chair. 24 hours after they do this, you will have the permissions you need in Scoutbook Plus to serve as Advancement Chair.
Currently you are only Committee Member in both the B and G Troops.
