Scout Ciaran O’xxxx with BSA 13961242. has been locked out of Scoutbook since 2022. Message comes up asking to set up SSO, however he is not able to click on any link to allow him to do so himslef.

Yeah - seems the scout was not invited correctly - you can try having them setup a my.scouting.org account - this PDF is a good walk through
