Looks to me like it was already done, assuming you are trying to transfer them to troop 480. Check your my.scouting roster. You should see them there.

I am still getting reminders to accept them. When I click the Accept button, I get the error message.

Your DE or Registrar can either clean this up or can enter a ticket to national to do that. I know ours have had to intervene in a situation like this before.
