Unable to change merit badge counselors for Scouts who are cross-registered between two councils

I reached out to my council, Sam Houston Area Council, for help and was told this was a Scoutbook issue, not a registrar issue. Here is the problem:

I have two Scouts, K.B. - #13883139 and H.B. - #14194055, who are multiple registered in Troop 2025 in East Texas Area Council (primary unit) and Troop 54 in Sam Houston Area Council. Last year, they were just in Troop 54.

Their new expiration date is 12/31/2026. I see K.B. and H.B. in the MyScouting Roster (see picture below), but I no longer see them in Scoutbook Plus or SB Legacy roster anymore.

What I’m trying to do: K.B. has an in-progress merit badge with a Troop 54 Counselor and she wants to change to a different MB Counselor, also Troop 54 (not a Counselor in her new primary unit, Troop 2025). I cannot figure out how to edit her MB Counselor connection since I cannot “find” her in Scoutbook Legacy to perform the task.

My permission is Troop 54 Committee Chair in the original troop but I have no position in the new primary troop in the different Council.

How do you suggest I clean up this merit badge?

@ShirleyHou well first off - MBC is a universal position and any MBC can work with Any Scout. So changing might not be needed. It is likely the ETA MID took over the account - I will take a look

@ShirleyHou so are they active in both troops at the same time?

Yes, they will be active in both troops at the same time. Background: the girls moved 2 hours away and joined a newly created girl troop. So their new primary troop will be the one they do troop meetings and some monthly campouts. However, the girls will return to their old troop about every other month to camp with us, join us for Summer camps, do merit badges, etc. . The new troop doesn’t have all the programming infrastructure setup yet, so they will still be active in the old troop for awhile.

The Scout I’m trying to change is K.B. 13883139, Citizenship in the Nation MB. Currently connected counselor is M.P. 12845307. The counselor I want to change to is J.P. 13312502.

@ShirleyHou - the merit badge counselor should be able to end that connection. They would go to their account in legacy then connections and look for the x to the right of the scout

Well from a digital stand point that will not Work. A Scoutbook user can only have one Member # - and every council has their own Member #s. So these scouts each have 2 active Member #s.
So they either need

  1. A SB User for each member # for each troop - so they can be in communications (2 accounts)
  2. Only one SB User where all advancement is recorded, but the other Troop would not have SB communication with the scout or parents. (1 account)

Typically the 2 accounts is best, the scout just have to be diligent about keeping all advancement work with only one Troop to record to one SB account.

@ShirleyHou- additionally a merit badge counselor can connect to the scout with last name a member id. I have done this many times

Donovan, do you mean that each Scout would need two Scoutbook IDs, or two BSA Member IDs (one per Council), or both?

Another idea I had was to have this Scout finish out the merit badge with the new counselor and document via a paper blue card, and see if the Advancement Chair of the new troop can override and mark the MB approved based on the digital+blue card records. Both old and new MB counselors may not be able to mark the requirements complete digitally, but there would be documentation for advancement. This does not fix my original problem (how to break an MB counselor connection to a Scout), but gets things going for the youth. Thoughts?

Yes, but the problem is because the Scout already has a Counselor connected for her Citizenship in the Merit Badge, the new MB Counselor cannot connect to the Scout, because her MB box is already checked for the subject. That is why I’m trying to figure out how to break detach the old counselor in SB, but I do not see the youth in our roster anymore since she re-registered this month and changed Councils.

@ShirleyHou- the existing counselor can break the connection to the scout as I stated.

Each council has its own block of member ID’s so that would mean that there would need to be a scoutbook account for each council.

The Scouts already have 2 MIDs each, one for each council. They would also need 2 Scoutbook userIDs.

And one troop would need to be “primary” for advancement purposes.

@ShirleyHou - and beyond that there is no reason why the scout can not work with the current mbc

The current MBC is no longer interested in teaching the subject and has removed the subject from her profile. Thus, the Scout cannot work with the current MBC who is connected to the account.

What I am getting from this conversation is that my assumption that both troop’s advancement chairs from two different councils would be able to update Scoutbook digitally as well as adult leaders from both Councils, is wrong. I can work around this by having the scout to do all of the advancement work with paper documentation and having a close relationship between the advancement chairs and an agreement for the primary unit to enter the requirements on behalf of the secondary unit in Scoutbook electronically.

Is is an accurate summary of a path forward? Any other suggestions on how to manage this situation?

Do we need to ask the developers to create a second Scoutbook userID for the Scouts?
