I have an older scout who began completing First Class requirements back in 2020 shortly after crossing over, so he is on the 2016 requirements version. He is finally trying to finish up that rank. However, when I try to record additional rank requirements, SB+ will not allow me to select a completion date after 7/31/2022. Am I incorrect in my belief that he should still be able to complete the version of requirements that he began, or is this a bug? His MID is 136711957.
You are incorrect. The Guide to Advancement specifies which version of rank/merit badges may be used. There was a suggestion in another thread to print out the Scouts BSA Advancement History Report and use the information there to update the requirements that would have been completed under the current rank requirements.
Based on the announcement from National, when the change was made, he only had until the end of the calendar year. Since that is past, he needs to use the current requirements.

They may continue—or begin work—using the old requirements, or may switch to—or begin work—using the new requirements. Scouts who choose to use the old requirements may continue using them until the rank has been completed. Those who have not begun work on a rank by December 31 of the year a change in its requirements is announced must use the new requirements.
The statement that “Scouts who choose to use the old requirements may continue using them until the rank has been completed” is what led to my belief that this scout should continue using the old requirement. But I also see the qualifier: “unless official communications set forth a different procedure or establish a date by when use of the old requirements must cease”.
In this case, is that referring to the statement “On January 1, 2023, all Scouts must use only the new requirements” from the rank requirements announcement? I just want to make sure I understand it for future cases and in case the scout has any questions.

We can only go off what we have seen - for the 2022 cases @BrentWest - National Clearly said all scouts Have to transition to new versions. Historically over the last 10 years, that has been what National has said on ranks.
Yes, @BrentWest, that’s what I referring to. I wasn’t able to immediately find the new requirements announcement, and wasn’t sure precisely what the wording was.

On a related note, I was attempting to change Tenderfoot requirements version from 2016 to 2022 for another scout (MID 133364221). They had completed their BOR on 3/24/2025 but I had to remove the rank completion date/approval in order to correct the version to 2022. When I did so, I lost the ability to switch back to 2016 and can no longer see the completion dates of the 2016 requirements. Is there a way to recover that information?
Also, when I tried to mark Tenderfoot v2022 requirement 10 (Scoutmaster conference), I get an error saying “Youth has not completed a Scoutmaster conference for previous rank and is ineligible for marking this requirement complete.” However, their Scout v2016 is marked as completed 9/18/2022, including requirement 7 (Scoutmaster conference) on 7/25/2022. How can I mark the Tenderfoot requirement 10 as completed?
I see Tenderfoot is complete and approved for this Scout. There is no need to mark the Scoutmaster Conference complete. There is a known issue with Scoutmaster Conference when the previous rank is on an old version like with this Scout. The developers are aware and working on a solution.
