Adult application with arrest listed

For the first time as a committee chair, I have been presented with an adult application that divulges a past arrest from 25 years ago. Is there guidance anywhere on how I evaluate this when deciding whether to recommend this adult to the COR? And any guidance for the COR on how to decide on approval?

The COR should contact the Scout executive and their Institution Head for guidance. The Scout executive as they also are tasked with certain circumstance adult membership approval, and the Institution Head as they are the CORs superior.

Years ago the adult application had a space for the signature of the chair. That requirement was purposely removed.
