Adult member account problem - can't login / reset password and seems to have been connected to a troop in a different state

Hi, one of the adults on my Troop roster cannot reset his account password, and now seems to be connected to another random troop (he is receiving emails about eagle projects from a troop in a different state.

Our local council has said that they cannot help with resolving his account/Scoutbook issues. Is there someone we can work with to help resolve these issues?
