Any reason that anyone can think of why an adult is trying to submit an adult application and getting an not authorized to access this area message?

Some councils do not allow adults - and units have to have adult apps turned on

Both the unit and council allow adult application and all are turned on to accept

Do they have YPT finished under that log in? What is BSA #?

I can’t get to it. I have access to others so it is not a permission issue I believe, I am getting an error of not authorized to access this API.
