That does seem like the most likely explanation, except I’ve never run into this issue for other ranks (Webelos and under). Is this just for AOL to troop level? I was told cub scouts advance regardless of adventure requirements (which I’m not a fan of personally, but that’s the rule for now).
For example, this response was from another thread:
“All ranks have a required amount of electives that are supposed to be completed to earn the rank patch. Basically, as long as the the kid is a member of the pack, it doesn’t matter what they actually complete. They will still be promoted with the rest of the den whether or not they complete the requirements/electives.”
