There is no effective way to be registered simultaneously in two councils, and have that reflected in one Scoutbook account. The system doesn’t really support it. The closest you could get might be with multiple Scoutbook accounts, one for each BSA ID. I don’t know if that’s actually feasible unless you also have separate SSO/my.scouting accounts as well.
@Stephen_Hornak Not disputing that. Why be searchable worldwide when you are not willing to work with youth worldwide? You might have the time to spend and enjoy telling people that you don’t want to work with them. Not everyone does.
Scoutbook is designed to allow one council or world-wide. The paper form allows MBCs to select districts, council, or nation. Maybe the options are slightly different than that. But the in-between is what is needed.
@DonovanMcNeil Would @DawnAnnDykes 's issue be resolved in Scoutbook if DBC used the same MID for him as his home council?

That isn’t possible.
Separate councils have non-overlapping tranches of BSA IDs. It’s not possible for Council A to use one of Council B’s BSA ID numbers. Whenever the BSA eventually gets around to replacing the current system of numbers with a single system (assuming that they do), it might facilitate that approach.
@DawnAnnDykes What I suspect what you are experiencing is that the Primary Account in Scoutbook was changed to the newer one. In Scoutbook, go to My Account | my.Scouting Manage Member ID (at the bottom), select the account you want and SET AS PRIMARY.
Then you will have to wait a long time, clear your browser cache, or use a different browser.
