Member 137335103, had Pack generate APPLICATION ID 200758612 to transfer youth to Troop. This application suffered with greencheck for guardian application, but Error C409 “Parent guardian not found for given application”.

Meanwhile, member was added to Troop official roster during recharter. and is synced in {my.scouting> roster, Advancements>roster, and Scout Book}

trying to [Accept] the application raises M400 - Position is already assigned to this member on this organization, which makes sense (but might benefit from a code tweek).

This (now superfluous) application was [Reassigned] to our Council to withdraw/cancel/reject, but Council says they are also stuck.

How can applications be withdrawn? APPLICATION ID 200758612

Since the Council says they are stuck, they need to use their internal BSA communications channels to get help. As Donovan said, this is an issue for them to resolve.
