Have had a new scout join our troop he was a Cub Scout way back when but hasn’t been in scouts for years. His mom filled out a new troop app it was turned in and on Scoutbook she noticed he was added (his brother is a Lion in my pack) cause she’s on scout book. He is in a Troop in a completely different town in a completely different council. 
How do we go about fixing this issue the last at our local office didn’t know what to do
