Baltimore Council Fee

I’ve reached out to Baltimore Council and haven’t gotten a response yet, but Baltimore Council is implementing a new Council Fee of $75 effective 01/01/2025, will scouts with an expiration date of 12/31/2024 be subject to that fee? I’m assuming they will but I’d like confirmation on that.
